Pabellón Criollo (Venezuelan Rice, Beans and Beef)

Pabellón criollo is one of Venezuela’s best-known everyday plates, bringing together tender shredded beef, savoury black beans and plain white rice in a generous, satisfying meal. The character of the dish comes from the way each element stays distinct: the beef is juicy and aromatic with onion, red pepper, garlic, cumin and a little vinegar, while the beans add earthy depth and the rice keeps the plate grounded. It is practical food with plenty of texture and flavour, suited to relaxed family dinners and easy to portion for leftovers when the components are stored separately.

Why this recipe works

  • Layered savoury flavour: The beef first simmers with bay leaf, then cooks again with softened onion, red pepper, garlic, cumin and vinegar for depth and balance.
  • Classic comfort-food structure: Tender shredded beef, earthy black beans and plain white rice create a satisfying contrast of richness, starch and savoury bean broth.
  • Good for advance cooking: The beef and beans hold well after cooking and can be refrigerated separately, making the final meal easy to assemble and reheat.

Timing notes

  • Soak the beans if possible: An 8 to 12 hour soak helps the black beans cook more evenly and keeps the simmering time predictable.
  • Most of the time is passive: The recipe takes time because the beef and beans need gentle simmering, but the hands-on work is mainly chopping, shredding and finishing the components.
  • Let the rice rest: Resting the covered rice off the heat gives the grains time to finish steaming and separate cleanly when fluffed.

Authenticity notes

  • Serve the components separately: Pabellón criollo is usually plated with the rice, black beans and shredded beef alongside one another rather than mixed together.
  • Built around slow-cooked staples: This version follows the home-cooking logic of the dish: tender stewed beef, seasoned beans and plain rice brought together on one plate.

Texture tips

  • Keep the beef glossy: If the shredded beef tightens or looks dry, warm it with a splash of the reserved brisket cooking liquid until it becomes juicy again.
  • Reduce the bean liquid: For richer beans, simmer them uncovered near the end so the cooking liquid thickens slightly before final seasoning.

Make-ahead tips

  • Store each part separately: Keep the beef, beans and rice in separate sealed containers so the rice stays fluffy and the saucy components reheat evenly.
  • Freeze the beef and beans: The beef and beans freeze well after cooking; thaw overnight in the fridge and reheat gently with a little water if needed.
  • Reheat gently: Warm the beef and beans in a saucepan until piping hot, loosening with a small splash of water or cooking liquid to restore the texture.

  1. Soak the dried black beans in plenty of cold water for 8 to 12 hours, then drain and rinse. If you are starting immediately, rinse the beans well and proceed, but expect a longer simmer.
  2. Put the beef brisket in a large pot and cover with 1.5 l water. Add 1 bay leaf, 0.5 tsp fine sea salt, and 0.25 tsp black pepper, bring to a gentle simmer, then cook for 1 hour 30 minutes to 2 hours until very tender.
  3. While the beef cooks, finely chop the onion and dice the red pepper. Crush the garlic, then set aside 2 cloves for the beans and 3 cloves for the beef.
  4. Cook the beans: put the drained beans in a saucepan with 1 bay leaf and enough water to cover by 3 cm (use some of the remaining water). Simmer for 60 to 75 minutes until tender, topping up with water as needed, then season with 0.5 tsp fine sea salt.
  5. When the brisket is tender, lift it onto a plate and reserve 300 ml of the cooking liquid. Shred the beef with tongs or two forks, discarding any large pieces of fat.
  6. Make the beef mixture: heat 2 tbsp vegetable oil in a large frying pan over medium heat. Cook the onion and red pepper for 8 to 10 minutes until softened and lightly browned, then add the 3 reserved garlic cloves and the ground cumin and cook for 1 minute.
  7. Add the shredded beef to the pan with 200 ml of the reserved cooking liquid and the white wine vinegar. Cook for 6 to 8 minutes, stirring, until the liquid reduces and the beef is juicy and well seasoned.
  8. Finish the beans: warm 1 tbsp vegetable oil in the bean pan and cook the 2 reserved garlic cloves for 30 seconds. Stir in the cooked beans with a splash of their cooking liquid and simmer for 5 minutes until rich and savoury.
  9. Cook the rice: rinse the long-grain white rice until the water runs clearer, then drain. Put in a saucepan with 1 l water and 1 tsp fine sea salt, bring to the boil, cover, and cook on very low for 12 minutes; rest off the heat for 10 minutes, then fluff with a fork.
  10. Serve the pabellón criollo with rice, black beans, and the shredded beef alongside. Spoon any pan juices over the beef just before serving.

Recipe notes

Tips

  • If the beef mixture looks dry, loosen it with a splash of the reserved brisket cooking liquid and warm gently until glossy.
  • For deeper flavour, let the beans simmer uncovered for the last 10 minutes so the cooking liquid thickens slightly before seasoning.

Substitutions

  • Replace Beef brisket with Beef chuck roast for a similar shreddable texture.
  • Replace White wine vinegar with Apple cider vinegar for a fruitier tang.

Storage

  • Refrigerate up to 3 days
  • Cool and refrigerate the beef, beans, and rice in separate sealed containers for best texture. Reheat beef and beans in a saucepan with a splash of water until piping hot; reheat rice covered in the microwave with 1 tbsp water, or steam gently until hot. Freeze the beef and beans (not the rice) for up to 2 months and thaw overnight in the fridge before reheating.
