Turkish Stuffed Peppers with Minced Beef and Rice

Turkish stuffed peppers, often associated with the wider family of dolma, turn simple vegetables into a complete, comforting dinner. Here, green peppers are filled with minced beef, short-grain rice, onion, garlic, cumin and sweet paprika, then baked in a light tomato sauce until the peppers become tender and the rice absorbs the savoury juices. The result is soft, aromatic and satisfying without feeling heavy, with the tomato adding gentle acidity and thick yoghurt bringing a cool, creamy finish. Serve them as a main course with the sauce spooned over the top, or add a simple salad for a fuller meal.

Why this recipe works

  • Built-in savoury depth: Softened onion, garlic, browned beef, cumin, paprika and tomato purée give the filling a rounded flavour before it goes into the peppers.
  • Rice cooks in the filling: Leaving space in each pepper allows the rice to expand as it absorbs the tomato sauce and meat juices during baking.
  • Soft, saucy and balanced: Tender baked peppers, a savoury beef-and-rice centre and thick yoghurt create the warm, tangy contrast that makes the dish satisfying.

Authenticity notes

  • A home-style dolma: Stuffed vegetables are a familiar part of Turkish cooking, and this version follows a practical home-style approach with minced beef, rice and tomato sauce.
  • Serve with yoghurt: Thick yoghurt is a natural partner for the warm, savoury filling, adding coolness and a little acidity.

Texture tips

  • Do not pack the filling tightly: Spoon the mixture in lightly so the rice has room to expand and cook evenly.
  • Cover if the peppers brown early: If the tops colour before the peppers are tender, loosely cover the dish with foil for the final part of baking.
  • Pour sauce around, not over: Adding the tomato sauce around the peppers helps them bake and steam without washing the filling out of the tops.

Ingredient notes

  • Short-grain rice gives body: Short-grain rice creates a slightly cohesive filling; rinsing it first helps keep the texture clean rather than gluey.
  • Green or red peppers: Green peppers keep the flavour more savoury and vegetal, while red peppers make the dish sweeter and softer.
  • Choose thick yoghurt: Greek-style or other thick yoghurt works best as a side because it holds its texture against the warm tomato sauce.

Make-ahead tips

  • Prepare components ahead: The filling can be cooked and the peppers prepared in advance, then assembled and baked when needed.
  • Freeze without yoghurt: Cooked peppers freeze well with their sauce, but keep the yoghurt separate and add it fresh when serving.
  • Reheat gently: Defrost overnight in the fridge, then reheat in a 180°C (355°F) oven until piping hot throughout.

  1. Heat the oven to 190°C (375°F). Rinse the rice in a sieve until the water runs mostly clear, then drain well.
  2. Cut the tops off the peppers and remove the seeds and membranes. Keep the tops to use as lids, and set the peppers upright in a baking dish.
  3. Warm the olive oil in a large frying pan over medium heat. Add the onion with a pinch of the salt and cook for 6 to 8 minutes until softened, then stir in the garlic for 1 minute.
  4. Add the minced beef and cook for 5 to 7 minutes, breaking it up, until no longer pink. Stir in the cumin, sweet paprika, black pepper and the remaining salt.
  5. Stir in the rice and tomato purée, then cook for 2 minutes so the rice is well coated. Take off the heat and let the mixture cool for 5 minutes so it is easier to handle.
  6. Spoon the filling into the peppers, packing it lightly and leaving about 1 cm at the top for the rice to expand. Sit the pepper tops back on as lids.
  7. Whisk the tomato passata with the water and pour it around the peppers (not over the tops). Bake for 55 to 60 minutes until the peppers are tender and the rice is cooked through; if the sauce reduces too much, add a splash more water.
  8. Rest for 5 minutes, then spoon some of the tomato sauce over each pepper. Serve hot with the greek yogurt alongside.

Recipe notes

Tips

  • For evenly cooked rice, pack the filling lightly rather than tightly, and leave a little headroom at the top of each pepper.
  • If the peppers are browning too quickly before they are tender, cover the dish loosely with foil for the last 20 minutes of baking.
  • If serving pregnant people, young children, older adults, or anyone immunocompromised, use pasteurised greek yogurt.

Substitutions

  • Replace Green pepper with red pepper for a sweeter flavour and softer texture.
  • Replace Short-grain rice with basmati rice for a lighter, less sticky filling.
  • Replace Greek yogurt with whole-milk yogurt for a looser, more pourable accompaniment.

Storage

  • Refrigerate up to 3 days
  • Cool the peppers and sauce completely, then refrigerate in a sealed container for up to 3 days. Freeze portions (without the greek yogurt) for up to 2 months; defrost overnight in the fridge and reheat in a 180°C (355°F) oven for 20 to 25 minutes until piping hot.
