Holiday Stuffed Peppers (Beef and Rice in Tomato Sauce)

Tender green peppers filled with beef and rice sit somewhere between a casserole and a complete one-dish dinner: hearty, spoonable and easy to serve straight from the baking dish. Here, the savoury filling is seasoned with onion, garlic, cumin and oregano, then packed into hollowed peppers and baked in a tomato-based sauce. As the peppers soften, the rice absorbs flavour from the meat and stock while the exposed tops brown lightly for a firmer, more aromatic finish. The surrounding sauce keeps the dish moist and gives each serving a tangy, savoury spoonful, making it well suited to family dinners, make-ahead meals or a festive table.

Why this recipe works

  • Layered savoury flavour: Softened onion, garlic, cumin and oregano season the beef before it is mixed with rice, so the filling tastes rounded rather than plain.
  • Tomato sauce keeps it balanced: Chopped tomatoes and tomato purée add tang and moisture, cutting through the richness of the beef while keeping the peppers spoonable.
  • Reheats well: The rice-and-beef filling stays sturdy after baking, making the stuffed peppers suitable for cooking ahead, refrigerating or freezing.

Ingredient notes

  • Choose steady peppers: Peppers that stand upright are easiest to fill and bake evenly. If needed, trim a very thin slice from the base without cutting through.
  • Green versus red peppers: Green peppers give a more savoury, slightly bitter edge, while red peppers make the dish sweeter and milder.
  • Keep the sauce around the peppers: Pouring the tomato sauce around, rather than over, the peppers lets the filling brown lightly on top.

Texture tips

  • Check the pepper texture: The peppers are ready when the side can be pierced easily with the tip of a knife.
  • Let the filling settle: Resting the peppers briefly after baking helps the rice and beef mixture hold together when served.

Make-ahead tips

  • Assemble ahead: The peppers can be filled in advance and kept chilled before baking; bring the dish out of the fridge while the oven heats.
  • Reheat gently: Reheat covered at 180°C (355°F) until piping hot, then uncover briefly to refresh the browned tops.
  • Freezer-friendly portions: Cool completely before freezing, then defrost overnight in the fridge before reheating.

Ingredient swaps

  • Use minced turkey: Minced turkey gives a lighter filling while still working well with the cumin, oregano and tomato sauce.
  • Change the stock: Vegetable stock can replace chicken stock for a different but still savoury tomato sauce.

  1. Heat the oven to 190°C (375°F). Rinse the rice, then put it in a saucepan with 300 ml of the chicken stock and 0.5 tsp of the fine sea salt. Bring to the boil, cover, then cook on low for 12 minutes; take off the heat and leave covered for 10 minutes.
  2. Meanwhile, slice the tops off the green peppers and remove the seeds and white pith. Stand them upright in a baking dish that fits them snugly. Finely chop the yellow onion and crush the garlic.
  3. Heat the olive oil in a large frying pan over medium heat, then cook the onion with 0.5 tsp of the fine sea salt for 6 to 8 minutes until soft and lightly golden. Stir in the garlic, ground cumin and dried oregano and cook for 1 minute until fragrant. Add the minced beef and cook for 6 to 8 minutes, breaking it up, until browned and no longer pink.
  4. Stir the cooked rice into the beef mixture until evenly combined. Taste and season with the remaining fine sea salt if needed. Spoon the filling into the peppers, pressing gently so they are well packed.
  5. In a bowl, mix the canned chopped tomatoes, tomato purée and the remaining 300 ml chicken stock. Pour the tomato sauce around the peppers (not over the tops) so the filling can brown. Bake for 35 minutes, or until the peppers are tender and the tops are lightly browned.
  6. Rest the peppers for 5 minutes so the filling settles. Spoon some of the tomato sauce over each pepper to serve. If you like, return the dish to the oven for 5 minutes to reduce the sauce slightly before serving.

Recipe notes

Tips

  • Choose peppers that can stand upright; if one wobbles, trim a very thin slice from the base to level it without cutting through the bottom.
  • For a deeper flavour, let the beef mixture cook for an extra 2 to 3 minutes after browning so it starts to catch slightly on the pan before adding the rice.
  • Make sure the peppers are tender by piercing the side with the tip of a knife; it should slide in easily without resistance.

Substitutions

  • Replace Green pepper with red pepper for a sweeter, milder result.
  • Replace Minced beef with minced turkey for a lighter filling.
  • Replace Chicken stock with vegetable stock for a different but still savoury sauce.

Storage

  • Refrigerate up to 3 days
  • Cool completely, then refrigerate in a sealed container. Reheat in a 180°C (355°F) oven for 20 to 25 minutes, covered, until piping hot; uncover for the last 5 minutes to re-brown the tops. Freeze portions well wrapped for up to 2 months and defrost overnight in the fridge before reheating.
