Middle Eastern Stuffed Peppers with Beef and Rice

Stuffed peppers sit comfortably within the Middle Eastern tradition of filling vegetables with rice, minced meat and warm spices, then cooking them in a tomato-rich sauce until tender. Here, green peppers hold a savoury beef and short-grain rice filling scented with cumin and allspice, while passata and pan juices keep the centre moist as it bakes. The result is hearty but not heavy: soft pepper, gently spiced meat, plump rice and a tangy sauce to spoon over at the table. It works well as a complete dinner with salad, yoghurt or warm flatbread alongside.

Why this recipe works

  • Gently layered spice: Cumin and allspice add warmth without overpowering the beef, rice and tomato sauce.
  • Moist, comforting filling: The partly cooked rice finishes in the oven, absorbing tomato sauce and beef juices as the peppers soften.
  • Good for planning ahead: The baked peppers keep well, reheat reliably and can be frozen once cooled.

Timing notes

  • Active time is front-loaded: Most of the hands-on work is chopping, softening the aromatics and starting the beef filling; the oven does the rest.
  • Rest before serving: A short rest helps the filling settle so the peppers are easier to serve without falling apart.

Ingredient notes

  • Use short-grain rice: Short-grain rice gives the filling a softer, more cohesive texture than long-grain rice.
  • Warm rather than hot: Cumin and allspice provide earthy sweetness and fragrance, keeping the dish aromatic rather than chilli-hot.
  • Passata keeps the sauce smooth: Tomato passata creates a simple, even sauce; crushed tomatoes give a chunkier result if preferred.

Common mistakes

  • Do not overpack the peppers: Press the filling in gently so it is well filled but not compacted; tightly packed rice can turn dense as it finishes cooking.
  • Keep enough sauce in the dish: The tomato sauce should sit part-way up the peppers so they bake tender and the filling stays moist.
  • Do not fully cook the rice first: The rice should be just starting to soften before stuffing, otherwise it can become mushy after baking.

Make-ahead tips

  • Cook ahead for easier dinners: Bake the peppers, cool completely and refrigerate in a sealed container for up to 3 days.
  • Reheat covered: Warm in a 180°C (355°F) oven, covered, until piping hot, loosening the sauce with a splash of water if needed.
  • Freezer-friendly: Freeze cooked and cooled stuffed peppers for up to 2 months, then thaw overnight in the fridge before reheating.

  1. Heat the oven to 190°C (375°F). Rinse the rice, then simmer it in a saucepan of lightly salted water for 8 minutes until just starting to soften; drain well and cool slightly.
  2. Meanwhile, slice the tops off the peppers and remove the seeds and membranes. Finely chop the pepper tops (discard the stems) and set aside; sit the peppers upright in a baking dish.
  3. Finely chop the onion and crush the garlic. Warm the olive oil in a frying pan over medium heat, then cook the onion with a pinch of the salt for 6 to 8 minutes until soft and lightly golden.
  4. Add the chopped pepper tops and cook for 2 minutes. Add the garlic, cumin and allspice and cook for 30 seconds until fragrant.
  5. Add the minced beef and cook, breaking it up, for 6 to 8 minutes until no longer pink. Stir in the drained rice, remaining salt and the black pepper, then take off the heat.
  6. Stir the tomato passata and water together, then pour about two-thirds into the baking dish. Spoon the beef and rice mixture into the peppers, pressing gently so they are well filled but not compacted.
  7. Pour the remaining passata mixture around the peppers. Bake for 50 minutes until the peppers are tender and the filling feels set; if the sauce looks too thick, add a splash of water to loosen it.
  8. Rest for 5 minutes, then spoon the pan juices over the peppers to serve. Serve warm.

Recipe notes

Tips

  • If your peppers will not stand upright, trim a very thin slice from the base so they sit flat, taking care not to cut through to the cavity.
  • For the best texture, keep the rice slightly undercooked before stuffing so it finishes cooking in the oven without turning mushy.
  • Make sure the sauce comes at least a third of the way up the peppers so they bake tender and stay juicy.

Substitutions

  • Replace Green pepper with red pepper for a sweeter flavour.
  • Replace Ground cumin with ground coriander for a softer, citrusy spice note.
  • Replace Tomato passata with canned-crushed-tomatoes for a chunkier sauce.

Storage

  • Refrigerate up to 3 days
  • Cool completely, then refrigerate in a sealed container. Reheat in a 180°C (355°F) oven, covered, for 20 to 25 minutes until piping hot, adding a splash of water if the sauce has thickened; freeze for up to 2 months and thaw overnight in the fridge before reheating.
