Bacalao a la Vizcaína (Salt Cod in Biscayan Sauce)
Why this recipe works
- Slow-built sauce: Onions, peppers and tomatoes cook down gradually in olive oil, creating a sweet, savoury base with depth before the fish is added.
- Gentle cooking: The cod is warmed through at a low simmer rather than boiled, helping it stay tender while absorbing the sauce.
- Balanced richness: Tomatoes and red peppers bring brightness and sweetness that balance the olive oil and the natural salinity of the cod.

Timing notes
- Plan for soaking: Salt cod needs a long soak in cold water before cooking, with several water changes to draw out excess salt.
- Most of the work is passive: The active preparation is modest, but the sauce benefits from slow cooking and the fish requires advance desalting.
- Rest before serving: A short rest off the heat lets the cod settle in the sauce and helps preserve its succulent texture.
Authenticity notes
- Biscayan style: The dish is associated with the Basque Country, where salt cod is commonly paired with a red pepper-based sauce.
- Home-style texture: Blending the vegetables gives a smooth sauce that clings to the fish and potatoes rather than sitting loosely in the pan.
- Pepper character: Sweet red pepper and paprika give the sauce its recognisable colour and gentle warmth without making the dish spicy.
Ingredient notes
- Choose good salt cod: Look for firm, evenly salted pieces of cod; thinner pieces will desalinate and cook more quickly than thick fillets.
- Use sweet paprika: Sweet paprika supports the pepper flavour without adding heat. Smoked paprika will make the sauce deeper and more assertive.
- Tomato choice matters: Ripe tomatoes give the sauce freshness, while good canned whole tomatoes can provide a smoother, sweeter result when fresh tomatoes are not at their best.
Common mistakes
- Not desalting enough: Taste a small piece after soaking; if it still tastes aggressively salty, continue soaking with another water change.
- Boiling the cod: Once the fish is in the sauce, keep the heat very low. Boiling can toughen the cod and disturb the sauce.
- Packing the fish too tightly: Arrange the cod in a single layer so it heats evenly and can be turned without breaking.

Ingredients
Instructions
- Rinse the salted cod, then put it in a bowl and cover with cold water. Soak for 24 hours in the fridge, changing the water 3 to 4 times. Drain well and pat dry.
- Halve and deseed the red peppers, then slice them. Peel and thinly slice the onions, and peel and finely slice the garlic.
- Warm the olive oil in a saucepan over medium-low heat. Add the onions with a pinch of salt and cook for 20 to 25 minutes, stirring often, until very soft and sweet but not browned.
- Stir in the garlic and cook for 1 minute until fragrant. Add the red peppers and cook for 10 minutes, stirring, until they begin to soften.
- Stir in the sweet paprika for 30 seconds. Add the tomatoes and bay leaves, then reduce to a gentle simmer and cook for 35 to 45 minutes until thick, deep red, and the oil begins to separate slightly at the edges.
- Remove and discard the bay leaves. Blend the sauce until smooth, then return it to the pan and keep it at the gentlest simmer.
- Nestle the cod into the sauce in a single layer. Cook over low heat for 8 to 12 minutes, turning once, until the fish is opaque and flakes easily; do not let the sauce boil.
- Rest off the heat for 5 minutes so the cod stays succulent. Serve hot with the sauce spooned over.

Serving suggestions
This recipe pairs well with:
Tips
- Taste a small piece of the soaked cod before cooking; if it is still very salty, soak for a few more hours with one extra water change.
- Keep the heat low once the cod goes in: boiling can make the fish tough and can split the sauce.
- If serving vulnerable groups, make sure the cod is cooked until fully opaque and flakes easily all the way through.
Substitutions
- Replace Tomato with canned whole peeled tomatoes for a smoother, sweeter sauce.
- Replace Sweet paprika with smoked paprika for a deeper, smoky flavour.
- Replace Olive oil with extra-virgin olive oil for a fruitier finish.
Storage
- Refrigerate up to 2 days
- Cool, then refrigerate in a sealed container. Reheat gently in a saucepan over low heat until piping hot, avoiding boiling so the cod stays tender.
