Kibbeh bil Sanieh (Baked Bulgur and Lamb Tray Bake)
Why this recipe works
- Crisp edges, tender centre: Baking the pressed bulgur and lamb mixture gives the top and edges colour while keeping the layered centre moist and sliceable.
- Spiced filling: Cumin, cinnamon, onion, lamb, and parsley create a savoury filling with warm spice and fresh herbal lift.
- Scored for structure: Scoring the top before baking helps the oil settle into the cuts, encourages browning, and makes the finished tray easier to portion cleanly.

Texture tips
- Press the layers firmly: Compact each bulgur layer evenly in the dish so the kibbeh holds together when sliced.
- Use the scored cuts: Let the olive oil run into the score lines before baking; this helps the top brown and gives the portions more defined edges.
- Cook off excess liquid: The lamb filling should be browned with any liquid evaporated before layering, otherwise the centre can become too wet.
Make-ahead tips
- Prepare in advance: The tray can be assembled ahead, covered, and chilled until ready to bake. Bring it closer to room temperature before it goes into the oven for more even cooking.
- Reheat in the oven: Reheat portions in a 180°C (355°F) oven until piping hot so the edges regain some crispness.
- Freeze cooked portions: Cool completely, freeze in portions, then defrost overnight in the fridge before reheating.
Authenticity notes
- Baked kibbeh style: Kibbeh bil sanieh is the tray-baked form of kibbeh, distinct from fried kibbeh balls or raw kibbeh preparations.
- Layered construction: The recognisable structure comes from a bulgur-and-meat shell pressed above and below a spiced minced lamb filling.
- Serve with lemon: A squeeze of lemon at the table brightens the rich lamb and warm spices.

Ingredients
Instructions
- Heat the oven to 200°C (390°F). Put the bulgur in a mixing bowl, pour over the water, and leave to soak until tender and the water is absorbed, about 20 minutes.
- Meanwhile, finely chop 1 onion and warm 1 tbsp olive oil in a frying pan over medium heat. Add half the minced lamb, half the cumin, half the cinnamon, 0.5 tsp fine sea salt and 0.5 tsp black pepper, then cook for 6 to 8 minutes until browned and any liquid has evaporated.
- Tip the cooked lamb filling into a bowl to cool slightly. Finely chop the fresh parsley and stir most of it through the filling, reserving a little for serving.
- Finely grate or very finely chop the remaining onion. Add it to the soaked bulgur with the remaining minced lamb, remaining cumin, remaining cinnamon, 1.5 tsp fine sea salt, and 0.5 tsp black pepper, then mix well until it becomes a cohesive paste.
- Brush a baking dish with 1 tbsp olive oil. Press half the bulgur mixture into an even layer, add the lamb filling, then press the remaining bulgur mixture on top, smoothing with damp hands if needed.
- Score the top into diamonds or squares with a knife, cutting through the top layer but not all the way to the base. Drizzle over the remaining 2 tbsp olive oil so it runs into the cuts.
- Bake for 30 to 35 minutes until browned and crisp at the edges and the centre feels set. Rest for 5 minutes before cutting along the score lines.
- Cut the lemon into wedges. Serve the kibbeh warm with a squeeze of lemon and the reserved parsley scattered over.
Recipe notes
Tips
- For clean slices, let the tray rest for 5 to 10 minutes after baking, then cut along the score lines with a sharp knife.
- If you are serving anyone who is pregnant, elderly, or immunocompromised, make sure the lamb is cooked until piping hot throughout.
Substitutions
- Replace Yellow onion with shallot for a slightly sweeter, milder onion flavour.
- Replace Ground cumin with ground coriander for a softer, citrusy spice note.
- Replace Fresh parsley with fresh mint for a brighter, more aromatic finish.
Storage
- Refrigerate up to 3 days
- Cool completely, then refrigerate in a sealed container for up to 3 days. Reheat in a 180°C (355°F) oven for 12 to 15 minutes until piping hot; freeze portions for up to 2 months and defrost overnight in the fridge before reheating.
