Picadillo con Arroz (Cuban Spiced Minced Beef with Rice)

Picadillo con arroz brings together one of the most recognisable Cuban-style pairings: seasoned minced beef spooned over plain long-grain rice. The beef cooks into a tomato-rich sauce with softened onion, green pepper and garlic, while cumin and a little cinnamon add warmth without making the dish heavy. Green olives give briny sharpness and raisins add the sweet note that makes this style of picadillo distinctive. Served hot over fluffy rice, it is a complete, practical dinner with savoury depth, gentle sweetness and enough sauce to soak into the grains.

Why this recipe works

  • Layered savoury base: Softened onion, green pepper, garlic and toasted spices give the beef a rounded flavour before the tomatoes are added.
  • Sweet-savoury balance: Raisins soften into the sauce while olives add briny contrast, keeping the picadillo rich but not heavy.
  • Good for planning ahead: The beef mixture reheats well and can be stored separately from the rice for easy lunches or dinners.

Authenticity notes

  • Olives and raisins: The combination of briny olives and sweet raisins is a recognisable feature of many Cuban-style picadillo recipes.
  • Served with rice: Picadillo is often served as a generous, saucy topping for plain white rice, which absorbs the tomato-rich juices.

Ingredient notes

  • Warm, not hot: Cumin and cinnamon add warmth and depth rather than chilli heat, so the finished dish stays mild.
  • Use long-grain rice: Long-grain white rice keeps the base light and separate, making it a good match for the saucy beef.
  • Balance the tomatoes: If the tomatoes taste sharp, the raisins help round out the sauce as they warm through.

Make-ahead tips

  • Keep rice and beef apart: Store the picadillo and rice in separate airtight containers so the rice does not absorb too much sauce.
  • Freeze the picadillo: The beef mixture freezes well without the rice; defrost it overnight in the fridge before reheating.
  • Reheat gently: Warm the picadillo with a splash of water over medium-low heat until piping hot, stirring so the sauce loosens evenly.

  1. Rinse the rice in a colander until the water runs mostly clear. Tip into a saucepan with the water and fine sea salt, bring to the boil, then cover and reduce to a very low heat. Cook for 12 minutes, then take off the heat and leave covered for 10 minutes.
  2. Meanwhile, heat the olive oil in a large frying pan over a medium heat. Finely chop the onion and green pepper, then cook for 6 to 8 minutes until softened and lightly golden. Crush in the garlic and cook for 1 minute until fragrant.
  3. Add the minced beef and cook for 6 to 8 minutes, breaking it up with a wooden spoon, until browned with no pink remaining. Stir in the ground cumin, ground cinnamon, and black pepper, and cook for 30 seconds to toast the spices. Season with a small pinch more fine sea salt if needed.
  4. Stir in the canned chopped tomatoes, then bring to a gentle simmer. Cook for 8 to 10 minutes until the sauce thickens slightly and the beef is tender. Stir in the green pitted olives and raisins for the final 2 minutes to warm through.
  5. Fluff the rice with a fork and divide between plates. Spoon the picadillo over the top, making sure each serving gets plenty of olives and raisins. Serve straight away while hot.

Recipe notes

Tips

  • For fluffier rice, keep the lid on during the resting time so the steam finishes the cooking.
  • If the sauce looks a little thin, simmer uncovered for a couple of extra minutes until it coats the mince.
  • If serving anyone who should avoid undercooked meat, make sure the minced beef is cooked until piping hot throughout with no pink remaining.

Substitutions

  • Replace long-grain white rice with basmati rice for a more fragrant base.
  • Replace green pitted olives with black kalamata pitted olives for a deeper, fruitier olive flavour.
  • Replace raisin with sultana for a slightly lighter sweetness.

Storage

  • Refrigerate up to 3 days
  • Cool the picadillo and rice quickly, then refrigerate in separate airtight containers. Reheat the picadillo in a frying pan over a medium-low heat with a splash of water until piping hot; reheat the rice in the microwave with a spoonful of water, covered, until steaming. Freeze the picadillo (best without the rice) for up to 2 months and defrost overnight in the fridge before reheating.
