Salteñas (Bolivian Juicy Empanadas)
Why this recipe works
- Chilled filling for easier sealing: Cooling the beef and potato filling until set helps keep the pastry firm enough to fold, crimp and bake without leaking.
- Sweet pastry, savoury centre: The lightly sweet, buttery dough balances the cumin, paprika and beef stock in the rich filling.
- Built-in preparation time: The filling can be made ahead and chilled, making assembly more controlled and less rushed.

Timing notes
- Chill the filling fully: The filling should be very cold and set before shaping; warm filling softens the pastry and makes the crimp harder to seal.
- Rest before serving: Let the baked salteñas stand briefly before eating, as the gravy inside will be extremely hot.
Authenticity notes
- Bolivian style: Unlike many fried empanadas, salteñas are baked and known for a juicy, almost stew-like filling enclosed in a slightly sweet pastry.
- Upright crimp: Keeping the seam on top helps contain the juices and gives salteñas their recognisable shape.
Common mistakes
- Runny filling: The filling needs to reduce to a thick, spoon-coating gravy before chilling; too much loose liquid can cause leaks during baking.
- Filling too soon: Do not fill the dough while the mixture is still warm, as it can soften the pastry and weaken the seal.
- Storing while warm: Cool baked salteñas completely before refrigerating or freezing to avoid trapped steam making the pastry damp.
Make-ahead tips
- Make the filling ahead: Prepare and chill the filling in advance so it is firm, well seasoned and ready for assembly.
- Freeze after baking: Baked salteñas freeze well when tightly wrapped, then can be reheated from frozen until piping hot throughout.
- Reheat in the oven: Use a baking tray and reheat at 180°C (355°F) to revive the pastry while heating the centre properly.

Instructions
- Make the filling first so it can chill. Finely chop the yellow onion; cut the beef stew meat into small dice, about 1 cm. Peel the Idaho potato and cut into small dice to match the beef.
- Heat the vegetable oil in a saucepan over medium heat and cook the onion with a pinch of the fine sea salt for 8–10 minutes until soft. Add the beef, ground cumin, sweet paprika and black pepper, then cook for 5 minutes, stirring, until the beef loses its raw colour.
- Pour in the beef stock and bring to a lively simmer. Stir in the diced potato, reduce to a gentle simmer, and cook for 18–22 minutes until the potato is tender and the liquid has reduced to a thick, spoon-coating gravy. Stir in the green peas for the final 2 minutes, then season with more fine sea salt to taste.
- Scrape the filling onto a tray or shallow dish and cool for 20 minutes. Cover and chill until very cold and set, at least 45 minutes; this makes the salteñas easier to fill and seal.
- For the dough, put the plain flour, caster sugar and remaining fine sea salt in a mixing bowl. Rub in the unsalted butter until it looks like fine crumbs. Beat the egg with 120 ml cold water, then mix into the flour to form a smooth dough; knead for 2–3 minutes until elastic.
- Cover the dough and rest for 20 minutes at room temperature. Meanwhile, heat the oven to 220°C (430°F) and set out a baking tray.
- Divide the dough into 8 equal pieces and roll each into a ball. On a lightly floured surface, roll each ball into a 14–16 cm round, keeping the centre slightly thicker than the edges. Keep the rounds covered as you work so they do not dry out.
- Spoon a generous mound of cold filling into the centre of each round. Bring the edges up and pinch to seal, then crimp firmly along the top to make a tight rope seal; keep the seam upright to help prevent leaks. Set on the baking tray with space between them.
- Bake for 18–22 minutes until deep golden and glossy. Rest for 5 minutes before eating, as the filling will be very hot and juicy.
Recipe notes
Tips
- Chill the filling until it is properly set; warm filling will soften the pastry and make sealing difficult.
- When crimping, keep the seam upright and pinch firmly all along the top so the juices stay inside as they bake.
- If serving to anyone who is vulnerable to foodborne illness, make sure the filling reaches a full simmer and the baked salteñas are piping hot throughout.
Substitutions
- Replace Unsalted butter with Salted butter, then reduce Fine sea salt in the dough by 0.5 tsp.
- Replace Sweet paprika with Smoked paprika for a deeper, smokier flavour.
Storage
- Refrigerate up to 3 days
- Cool completely, then refrigerate in an airtight container. Reheat on a baking tray at 180°C (355°F) for 10–12 minutes until piping hot. Freeze baked salteñas well wrapped for up to 2 months; reheat from frozen at 180°C (355°F) for 18–22 minutes.
