Bacalao a la Vizcaína (Salt Cod Stew with Tomato, Pepper and Olives)
Why this recipe works
- Properly balanced salt cod: Soaking the cod before cooking softens its intense salinity while keeping the firm, savoury character that defines the stew.
- Layered sauce: Onion, garlic, red pepper and tomato cook down into a rich base before the cod, potatoes, olives and capers are added.
- Briny balance: Olives and capers cut through the olive oil and starchy potatoes, giving the stew a bright, savoury finish.

Timing notes
- Plan for soaking: The salt cod needs 8 to 12 hours in cold water before cooking, with several water changes to draw out excess salt.
- Let the stew settle: A short rest off the heat helps the sauce thicken slightly and allows the cod, potatoes and briny ingredients to settle into the sauce.
Ingredient notes
- Salt levels vary: Salt cod can differ widely in intensity, so taste a small flake after soaking and season cautiously at the end.
- Use ripe tomatoes where possible: Ripe tomatoes break down more easily and give the sauce better body and natural acidity.
- Keep the cod in large pieces: Larger pieces are easier to nestle into the sauce and are less likely to fall apart during simmering.
Common mistakes
- Boiling the cod too hard: Once the cod is added, keep the stew at a gentle simmer; aggressive boiling can make the fish tough and break it into small flakes.
- Seasoning too early: Wait until the olives and capers have simmered into the sauce before adding any extra salt.
Make-ahead tips
- Start the cod in advance: The soaking step can be completed ahead of cooking, making the stew easier to finish on the day you plan to serve it.
- Reheat gently: Warm leftovers over a low heat with a splash of water, stirring carefully so the cod stays in pieces.
- Good for leftovers: The stew keeps well in the fridge for several days and the sauce becomes more integrated after resting.

Ingredients
Instructions
- Rinse the salted cod, then cover with cold water in a large pot and soak for 8 to 12 hours, changing the water 2 to 3 times. Drain, rinse again, and cut into large pieces. Taste a small flake; it should be pleasantly seasoned, not aggressively salty.
- Put the potatoes in the pot, cover with fresh cold water, and bring to the boil. Cook for 12 to 15 minutes until just tender, then drain and set aside. When cool enough to handle, halve any larger potatoes so they cook evenly in the stew.
- Finely chop the onion and slice the garlic. Deseed the red peppers and cut into thin strips. Roughly chop the tomatoes.
- Heat the olive oil in the pot over a medium heat. Add the onion with a pinch of the fine sea salt and cook for 8 to 10 minutes until soft and lightly golden. Stir in the garlic for 1 minute until fragrant.
- Add the red pepper and cook for 6 to 8 minutes until softened. Tip in the tomatoes, bay leaves and black pepper, then bring to a gentle simmer. Cook for 15 to 20 minutes, stirring occasionally, until the sauce thickens and the tomatoes break down.
- Nestle the cod into the sauce and add the potatoes. Pour in just enough water to barely cover the contents, then return to a gentle simmer. Cook for 15 to 20 minutes until the cod flakes easily and the potatoes are tender, keeping the heat low so the fish stays in large pieces.
- Stir in the olives and capers and simmer for 5 minutes to bring the flavours together. Taste and adjust with a little more fine sea salt only if needed. Remove the bay leaves.
- Finely chop the parsley and stir most of it through the stew. Rest off the heat for 5 minutes so the sauce settles. Serve hot, scattered with the remaining parsley.

Serving suggestions
This recipe pairs well with:
Tips
- Keep the stew at a gentle simmer once the cod goes in; a hard boil can make the fish tough and break it up.
- Salt levels vary a lot between brands of salted cod, so taste after soaking and again at the end before adding any extra fine sea salt.
- If you are serving vulnerable groups, make sure the stew is simmered until the fish is piping hot throughout.
Substitutions
- Replace Fresh flat-leaf parsley with Fresh coriander for a more herbal, citrusy finish.
- Replace Extra virgin olive oil with Light olive oil for a milder flavour.
- Replace Green pitted olives with Black pitted olives for a softer, less sharp briny note.
Storage
- Refrigerate up to 3 days
- Cool quickly, then refrigerate in a sealed container. Reheat gently in a saucepan over a low heat with a splash of water until piping hot, stirring carefully so the cod stays in pieces.
