Bolinhos de Bacalhau (Salt Cod and Potato Fritters)

Golden, oval bolinhos de bacalhau sit firmly in the Portuguese tradition of salt-cod cooking: simple ingredients turned into a crisp, savoury bite. Desalted cod is flaked through smooth mashed potato, then lifted with onion, garlic, parsley and black pepper before being fried until the outside is deeply golden and the centre stays soft and yielding. They are usually served hot as a snack, starter or sharing plate, with lemon wedges to cut through the richness. The key character is the mix of briny fish, mellow potato and fresh herbs, making them both satisfying and easy to serve informally.

Why this recipe works

  • Crisp outside, soft centre: Frying the potato and salt cod mixture creates a golden crust while the mashed potato keeps the inside tender.
  • Balanced savoury flavour: Salt cod brings depth, while onion, garlic, parsley and lemon keep the fritters fresh rather than heavy.
  • Good for preparing ahead: The mixture can be chilled before shaping, and cooked fritters reheat well from the fridge or freezer.

Timing notes

  • Soak the cod in advance: Salt cod needs time in cold water before cooking, so plan this step the day before if possible.
  • Most time is inactive: The hands-on work is mainly boiling, mashing, shaping and frying; the longest stage is desalting the cod.
  • Best served hot: Serve the fritters soon after frying, when the crust is still crisp and the centre is warm and soft.

Ingredient notes

  • Use proper salt cod: Salted cod gives these fritters their distinctive savoury flavour and firm, flaky texture.
  • Season only after tasting: The cod may still carry salt after soaking, so taste the mixture before adding any extra sea salt.
  • Remove bones carefully: Flake the cod thoroughly after simmering and check for any remaining skin or bones before mixing.

Texture tips

  • Mash the potatoes well: A smooth mash helps the mixture hold together and gives the fritters a more even interior.
  • Chill before shaping: If the mixture feels soft, a short chill makes it easier to form neat ovals or quenelles.
  • Fry in small batches: Avoid crowding the pan so the fritters colour evenly and stay crisp rather than absorbing excess oil.

Serving ideas

  • Finish with lemon: A squeeze of lemon cuts through the richness and sharpens the flavour of the salt cod.
  • Serve as part of a spread: Pair with olives, a simple salad or other small plates for a Portuguese-style sharing meal.
  • Add a simple dip: Serve with garlic mayonnaise or a herb sauce if you want a richer accompaniment.

  1. Soak the salted cod in cold water for 12 hours, changing the water 2 to 3 times. Drain well.
  2. Peel the potatoes and cut into even chunks. Put in a large pot, cover with cold water, bring to the boil, then simmer for 15 to 20 minutes until very tender.
  3. While the potatoes cook, put the cod in a saucepan and cover with fresh cold water. Bring just to a gentle simmer and cook for 8 to 10 minutes until the fish flakes easily; drain.
  4. Mash the potatoes until smooth, then leave for 5 minutes so steam can escape. Flake the cod, removing any skin and bones, and add it to the potatoes.
  5. Finely chop the onion and parsley, and crush the garlic. Mix them into the potato and cod with the eggs and black pepper until you have a cohesive, thick mixture; taste and add fine sea salt only if it needs it.
  6. Heat the vegetable oil to 175°C (350°F). Shape the mixture into small quenelles or oval fritters and fry in batches for 3 to 4 minutes, turning, until deep golden and crisp.
  7. Lift out and drain briefly, then serve hot with the lemon cut into wedges for squeezing. Keep frying the remaining batches, letting the oil return to temperature between rounds.

Recipe notes

Tips

  • After soaking, taste a small flake of cod before mixing; if it is still very salty, soak for a little longer and change the water again.
  • For the neatest shape, chill the mixture for 20 minutes so it firms up, then shape and fry.
  • Fry a single test fritter first; if it colours too quickly, lower the heat slightly, and if it feels greasy, let the oil come back to 175°C (350°F) before continuing.

Substitutions

  • Replace Fresh parsley with Fresh coriander for a different, brighter herb note.
  • Replace Yellow onion with Shallot for a sweeter, more delicate flavour.

Storage

  • Refrigerate up to 2 days
  • Cool completely, then refrigerate in a sealed container. Reheat on a baking tray in a 200°C (390°F) oven for 10 to 12 minutes until piping hot; freeze in a single layer, then bag, and reheat from frozen for 15 to 18 minutes.
