Empanada Salteña (Baked Pastries with Beef and Potato)
Why this recipe works
- Rich, savoury filling: Browning the beef, softening the onion and blooming the cumin and paprika before simmering builds depth without making the filling heavy.
- Crisp baked pastry: Cold butter in the dough and a hot oven help the pastry bake up firm, golden and crisp around the saucy filling.
- Easy to prepare ahead: The filling needs to cool before shaping, which makes it well suited to advance preparation and assembly when needed.

Timing notes
- Chill the dough: The short chill firms the butter and relaxes the dough, making it easier to roll thinly without shrinking.
- Cool the filling before shaping: A warm, loose filling can soften the pastry and make the edges difficult to seal cleanly.
- Rest after baking: Let the empanadas stand briefly after baking so the filling settles and the pastry stays easier to handle.
Authenticity notes
- Salteña-style character: Salteña-style empanadas are typically baked, compact and generously filled, with beef, potato and warm spices forming the core of the filling.
- Home-style serving: Serve them warm rather than piping hot, either as a lunch dish or as part of a larger spread of small savoury pastries.
Make-ahead tips
- Make the filling in advance: Cook and cool the filling ahead of time, then keep it chilled until you are ready to roll, fill and bake.
- Freeze after baking: Baked empanadas freeze well once fully cooled; freeze in a single layer before transferring to a container or bag.
- Reheat for crispness: Reheat on a baking tray at 180°C (355°F) until piping hot so the pastry crisps again rather than steaming.
Common mistakes
- Avoid a wet filling: The filling should be slightly saucy but not runny; simmer until it coats the beef and potato rather than pooling in the pan.
- Do not overwork the dough: Knead only until the dough comes together; too much handling can make the baked pastry firm rather than tender.
- Do not fill too early with hot filling: Filling the pastry while the mixture is still hot can soften the dough and make the empanadas harder to seal.

Instructions
- Make the dough: put the plain flour and fine sea salt in a mixing bowl and rub in the butter until it looks like fine crumbs. Add the water and bring together into a smooth dough, kneading briefly just until cohesive. Cover and chill for 30 minutes.
- Meanwhile, make the filling: finely dice the yellow onion and slice the spring onion. Peel the russet potato and cut into small cubes. Heat the olive oil in a frying pan over medium heat and cook the yellow onion with a pinch of the salt from the dough section (if you like) for 8 to 10 minutes until soft and lightly golden.
- Add the minced beef and cook for 6 to 8 minutes, breaking it up, until browned. Stir in the ground cumin, sweet paprika and black pepper for 30 seconds until fragrant. Pour in the beef stock, add the potato, and simmer gently for 12 to 15 minutes until the potato is tender and the mixture is rich and slightly saucy.
- Stir in the spring onion and take the pan off the heat. Spread the filling on a plate and cool for 15 minutes so it is easier to wrap. Heat the oven to 200°C (390°F) and set a baking tray aside.
- Roll the dough on a lightly floured surface to about 2 to 3 mm thick and cut 10 to 12 circles (about 11 to 12 cm wide). Spoon filling into the centre of each circle, keeping a clear border, then fold over to make half-moons. Seal firmly, crimping the edge, and place on the baking tray.
- Beat the egg and brush a thin layer over the empanadas. Bake for 18 to 22 minutes until deep golden and crisp. Rest for 5 minutes before serving warm.

Tips
- Keep the filling slightly saucy but not wet: simmer until it coats the potato and beef, then cool before shaping so the empanadas seal cleanly.
- If you are serving children, make sure the filling is fully cooked and the empanadas are piping hot throughout before serving.
Substitutions
- Replace butter with plant-based-butter for a dairy-free pastry.
- Replace olive oil with vegetable-oil for a more neutral flavour.
Storage
- Refrigerate up to 3 days
- Cool completely, then refrigerate in a sealed container. Reheat on a baking tray at 180°C (355°F) for 10 to 12 minutes until piping hot. Freeze baked empanadas in a single layer, then bag; reheat from frozen at 180°C (355°F) for 18 to 22 minutes.
